A committee of five ministers of the Gujarat government held a meeting on September 16 with the officials of the Karmara Mahamandal and the United Front and decided on a formula for resolving the 15 outstanding issues. After eight days, on the fourth Saturday, the government holiday, among them, the finance department has published resolutions as a solution to eight pending issues. In which an important decision has been taken to give House Rent Allowance- HRA and Transport Allowance- TA to all state employees under Pay Commission. It is to be mentioned that the State Government has accepted the 7th Pay Commission from 1st January 2016. But, with the decision to implement his allowance from 1 October 2022, the employees will not get their arrears!
Among the 15 demands accepted by the government to quell the employee agitations were relaxation in CCC examination, group insurance scheme, increase in medical allowance from Rs.300 to Rs. 1000, higher financial assistance of Rs.14 lakhs in case of death in service, benefit of maternity leave also to fixed salary earners, restoration of monetized portion of pension after 13 years, new pension scheme- second Govt of India in case of death or disability to employees under OPS The Finance Department has published various resolutions on issues such as the benefit of existing family pension from the July 2007 office memorandum. Regarding the rest of the questions, it has been learned that the resolution will be announced later. Of course, the employees' demand for re-implementation of old pension scheme- OPS and abolition of fixed-pay policy remains.
The above decisions of the government will burden the state exchequer by more than Rs.3,500 crore annually. With these resolutions, more than 4.32 lakh employees under government duty will get a salary hike starting from Rs.1500 to Rs.6 thousand per month. In the most important HRA resolution, the percentage of basic salary has been divided into three categories, but the classification of which city of Gujarat is in which category has not been done! In the famous resolution signed by Section Officer Jinal Chaudhary, it has been announced that the classification of cities will be done later and it will be implemented from 1st October 2022.
