H TAT BADLI NIYAMO 2024 ANNOUNCEMENT OF RESOLUTION REGARDING TRANSFER OF HTAT HEADMASTER
Sensitive decision of state government for HTAT head teachers. The transfer rules are announced by the state government in the huge interest of the HTAT head teachers who have been waiting for the transfer rules for a long time.
• New cadre of HTAT Head Teacher created under RTE ACT 2009 vide Education Department Resolution dated 22/06/2011.
• In the meantime, the cadre of HTAT Head Teacher has been announced as Educational Cadre by the resolution of Education Department dated:- 15/03/2021. Therefore, the demand of the head teachers was that they should not apply the principles of transfer of administrative staff.
• This matter was under the active consideration of the Government which after necessary study the Government announced today the rules for transfer of HTAT Head Teacher.
(1) Method of reckoning the institution
• When there are 150 or more students in Class-5 from Balwatika, 1 head teacher is available.
• When there are 100 or more students in classes 6 to 8, 1 head teacher is available.
• When there are 150 or more students in Class 8 from Balwatika, 1 head teacher is available.
(2) At the time of seeking transfer within the district, the head teacher must have completed at least 3 years of service in the existing school.
(3) At the time of seeking district transfer, the head teacher should have completed at least 5 years of service in the existing district. 50% of the posts are to be filled by priority and 50% by merit.
(iv) Transfer of medical cases, of officer personnel under national/state security
Provision has also been made for transfer in cases like transfers of Headmaster spouse, transfers of Headmaster spouses of non-transferable officers/employees of state headquarters.
(5) Every two years the composition of the Head Teacher along with the teachers will be decided by the Education Department.
(6) Those who do not maintain establishment in that school, they shall be accommodated first in the vacant posts in the sanctioned establishment schools of the pay centre, then in the vacant posts in the approved establishment schools of the taluk, then in the vacant posts in the approved establishment schools of the district.
(7) Transfer of District Fer/District Internal Areas
• Arras Paras can be transferred against any Head Teacher appointed by promotion or direct recruitment.
• The maximum age of Head Teacher should not be more than 56 years and 55 years respectively in inter / district fair transfer.

Voluntary transfer of taluk level contractual employees under entire education.
To state that as per the above subject, the current vacancy sheet against the sanctioned post on contractual basis working at Taluka level under the entire discipline is enclosed herewith. From this office’s letter dated 10.06.2024, information has been sought from the taluk level employees for voluntary transfer. As per the attached sheet-1, each contractual taluk level Arbhayari (Sribhardhi-Pratha, AR & VE-Elementary, AR & VE-Secondary, Woh Madhes, Data Entry Operator and Contractual SHRC Coordinator) will notify from your level that, They will inform the employees of your level to be present in this transfer camp on the date mentioned in the sheet enclosed herewith. Also, the employees of this taluk level will be transferred district wise only on the vacant posts mentioned in sheet-2.
The following priorities have been established in Zillafer Badli camp.
(1) Widow/widower (Aadhaar-evidence to be presented in person during the camp)
(2) The employee himself is more than 40% disabled (Aadhaar-evidence to be presented in person during the camp)
(3) In case of service of husband and wife in same district (Government, Semi-Government, Corporation) (Aadhaar-evidence to be presented in person during Camp 5) (4) Employee himself/spouse/child having any serious illness (Cancer, kidney, heart disease, other serious illness) (evidence
(5) For all other employees according to their seniority
(6) The seniority of the employees who have been last transferred and present at the new place irrespective of their date of attendance.
That date will be taken into consideration.
A transfer camp for Talukaksha contractual employees is being held at the State Project Office, All Shiksha, Sector-10, Gandhinagar on the date and time indicated in the attached sheet-3. In this transfer camp, the employees of the taluka level who have voluntarily transferred themselves as per the attached sheet-1 will have to be informed to be present at this office from your level.
Note: If the employee chooses the transfer district in which the employee is currently working in this transfer camp, then their vacant district will be shown/filled in this camp.
The date of replacement camp for Special Ajay Crater will be decided and sent later.
