Due to the global epidemic of Covid-19, regarding giving merit based progress to intermediate semester students for all undergraduate courses in universities / colleges, Gujarat Government Education Department Circular No.  Circular: From time to time guidelines have also been issued by the State Government in view of the occasional instructions / guidelines of the Government of India to prevent the transition of covid-19 in the colleges and universities of the graduating states.

 In a major relief for lakhs of college students, the state government today announced that the terminal examination will be held from June 25 for undergraduate students in their final semester as well as for second and fourth semester post-graduate candidates. In cases where the situation does not appear to be normal due to Covid-19, the state government today announced a new scheme called Merit Based Progression. Under this, the undergraduate students, other than final semester candidates, would be graded based on performance in previous semester and internal exam marks. In case, a candidate wants to enhance his/her academic performance, the person can appear for the semester exam in the next term, according to the notification. The duration of the exam will be reduced to two hours instead of three and if required they will be held in multiple shifts, according to the government notification.

The government decision is based on University Grants Commission (UGC) recommendations which was declared on April 28. Many students took to social media, urging the state government to declare exam dates. Some in their final semester raised concerns about their job interviews being stuck due to uncertainty in completion of their degree. For candidates in their intermediate semesters of 2, 4 and 6 undergraduate courses, grading would be composite of 50% marks on the basis of the pattern of internal evaluation adopted by the universities and the remaining 50% marks will be awarded on the basis of performance in previous semester

There however needs to be more clarity about grading of students who have not been able to clear all the subjects in the previous semester, said sources. UGC in its recent guidelines has also directed all varsities in the country to set up a cell for handling grievances of students related to examinations and other academic activities arising due to the Covid-19 pandemic. The academic session 2020-21 will commence from the August 1 for old students and from the September 1 for fresh students.

 The Government of Gujarat has taken a decision to give merit based progression to 9.50 lakh students of intermediate semester 2, 4, 6 in private and government under-graduate colleges . This will be effective for all colleges barring medical and para-medical colleges. The assessment as per the decision  made will take place on the basis of 50 per cent internal marks and 50 per cent marks of previous semester. In case practical exams are conducted, the marks of such exams will be considered.

Merit based Progression is given to students who have Intermediate Semester-2,4 and where Semester-6 Intermediate for all courses except undergraduate Medical / Para-Medical in the state universities / colleges keeping in view the public health interests in view of the widespread covid-19 transition situation.  50% marks for calculation will be given on the basis of internal assessment and remaining 50% marks will be given immediately on the basis of previous semester
